The following are the rules for presentations:
- presentation is delivered in English;
- applicant is given 10 minutes to present project, 10 minutes for questions and answers;
- up to 3 members are allowed to participate in presentation. If the sub-project leader is absent, please provide a power of attorney to the presenters;
- applicant must prepare handouts for the ISCB members.
- 9 hard copies of slides in English;
- 2 copies of slides on paper in Kazakh or Russian;

- also, in order to avoid excesses related to the media, applicant should have electronic version of the presentation on his/her e-mail.

The Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan within the framework of the Fostering Productive Innovation Project announces call for applications under the Inclusive Innovation Consortia Grant Program.
The grant program is aimed to combine the efforts of science and business to create and implement commercially sustainable innovation projects of high social importance.
Application process through the Portal starts on October 25, 2018 and ends on December 10, 2018, 18.00 Astana time.
For more information about the Grant Program, see the Inclusive Innovation Consortia Grant Manual at www.fpip.kz in "Consortia" section.
Applications for participation in the grant competition are accepted via the electronic Portal on the website www.fpip.kz in English, Kazakh and/or Russian. Completion of the application in English is mandatory, as the assessment of projects is carried out by international experts in English. Applicants should carefully read and comply with all requirements of the Grant Manual.
Strict adherence to all requirements is required. Applications that do not comply with the participation rules are subject to rejection and will not be accepted for consideration. Before filing an application, applicants should carefully read environmental requirements for sub-projects and activities ineligible for funding within the Project.

To execute the Grant Agreement please submit the following documents until September 20, 2018:
- certificate of state registration of legal entity;
- a notarized copy of the incorporation document (agreement) and/or charter of the consortium participants;
- confirmation from the tax authority about the absence of delayed tax arrears and other delayed mandatory payments that last more than three (3) months preceding the issue of the tax authority certificate;
- confirmation from the servicing second-tier bank on the absence of debt or due payments, issued by the bank for all outstanding obligations that last more than three (3) months preceding the issue of the bank certificate;
- a letter of assurance from the Prime Applicant about the absence of arrears to the second-tier banks and other financial institutions;
- certification of proposed participants’ actual annual salary for the last year, including appropriate documentation from the employer and a pension fund certificate;
- original or a notarized copy of a signed Consortium Agreement between the Consortium participants;
- confirmation from the bank on the contribution of co-financing funds to the dedicated account established for this purpose or letter of intent of the Prime Grantee;
- confirmation of incomes of the Prime Grantee (original or a notarized copy);
- certificate of accreditation as a subject of scientific and scientific and technical activities;
- letter of assurance of all consortium members stating that sub-projects have not previously been financed, are not plagiarism, that all given information is true, that they are aware of the consequences stipulated by the legislation of RK.

Memo on Inclusive Innovation Consortia Grant Program
Within the scope of Fostering Productive Innovation Project implemented by the Science Committee of the Ministry of Education and Science RK it is planned to launch Inclusive Innovation Consortia Grant Program.
The Program aims to create inclusive innovation consortia between research organizations and businesses for promotion and development of social and inclusive innovations in Kazakhstan through provision of grants.
1.1 Aims and principles of the Grant Program
Inclusive innovations are any innovations that provide access to high quality goods, works and services that create opportunities to improve living standards of urban and rural population, including vulnerable and unreached population groups on a sustainable basis with a significant outreach.
Goal of the Inclusive Innovation Program is to combine science and business with the aim of creating and implementing innovative projects that have a significant social (and potentially environmental) impact on community and have a strong commercial potential. In particular, the Program assists organizations that:
- can grow steadily based on current and projected revenues (e.g. income from sales) or sources of sustainable financing, resulting in a clearer picture of increasing their scale. Profit is fully or partially reinvested in the company throughout the duration of the program in order to ensure its growth and, consequently, solution of social problems.
- provide direct and quantifiable changes in the lives of people, particularly, but not exclusively, in the lives of vulnerable populations, defined as people with less income and resources to live a full life. This is achieved, for example, through provision of essential goods and services to consumers that are not fully provided with (due to the fact that they live in poverty, in remote areas and can't be part of the prevailing welfare society), through acquisition of goods, works and services from producers and suppliers that do not have well-established relationships with major markets (e.g., small agricultural producers with a low level of specialization), or by providing employment opportunities to more vulnerable groups or people, that are difficult to access (formal) labor market.
- unite in its composition both above-mentioned aspects in such a way that this results in enhancing competitive advantages. Thus, reception of people with disabilities to low positions, having no particular significance for business will not meet the requirements of the Program.
The basic principle of the Program is that organizations that skillfully combine these three aspects become important players both in economic development and social inclusion/sustainability. As a rule, they develop a new way of solving old problems and begin to do business in new ways, using more risky and innovative approaches. Success of such organizations should be supported by technologies and innovations. Having reached the success, these organizations can really improve people's lives – sometimes in a scale of the entire village where they work, and sometimes at the scale of hundreds of thousands of people in the country and abroad.
In this regard, the Program is designed to unite science and business, to motivate and encourage entrepreneurs and businessmen to ensure that they attempt to do something bigger, better and new for the Kazakhstani society through technology, innovation or science.
1.2 Priority areas
- Education
- Healthcare
- Information and Communication Technology
- Environmental Protection
- Renewable Energy
- Agriculture
- Rational use of resources
- Other areas provided that they are improving lives and living conditions of vulnerable and unreached segments of the population
Approximate areas of inclusive innovation are:
- innovative solutions in the field of education;
- innovative methods for business processes to include persons with disabilities in everyday life;
- introduction of cheap and affordable energy saving technologies for rural and remote areas;
- introduction of accessible and affordable technologies to provide rural population with clean drinking water;
- introduction of innovative low-cost solutions in the field of telemedicine and remote diagnostics of both rural and urban populations;
- innovative solutions in food security and agriculture;
- innovative solutions in the field of safety and health of population.
The given xamples do not limit potential participants of IIC as inclusive innovation solutions can have a broader meaning and application. Implemented consortium project must correspond to, but are not limited to, a list of priority areas for development of inclusive innovations.
1.3 Consortium members
Mandatory participants of the Consortium must be:
- Commercial organizations or non-profit organizations (with the right to entrepreneurship), activities of which meet the goals and objectives of the implemented project.
- Scientific organizations with accreditation of a scientific and (or) scientific and technical entity.
1.4 Implementation period
Maximum implementation period of the project is 24 months.
1.5 Results
At the end of the project, consortium must reach the required level of commercialization, sustainable development and enterprise growth, and significant social impacts in the framework of implemented project.

Memo on Inclusive Innovation Consortia Grant Program
Within the scope of Fostering Productive Innovation Project implemented by the Science Committee of the Ministry of Education and Science RK it is planned to launch Inclusive Innovation Consortia Grant Program.
The Program aims to create inclusive innovation consortia between research organizations and businesses for promotion and development of social and inclusive innovations in Kazakhstan through provision of grants.
1.1 Aims and principles of the Grant Program
Inclusive innovations are any innovations that provide access to high quality goods, works and services that create opportunities to improve living standards of urban and rural population, including vulnerable and unreached population groups on a sustainable basis with a significant outreach.
Goal of the Inclusive Innovation Program is to combine science and business with the aim of creating and implementing innovative projects that have a significant social (and potentially environmental) impact on community and have a strong commercial potential. In particular, the Program assists organizations that:
- can grow steadily based on current and projected revenues (e.g. income from sales) or sources of sustainable financing, resulting in a clearer picture of increasing their scale. Profit is fully or partially reinvested in the company throughout the duration of the program in order to ensure its growth and, consequently, solution of social problems.
- provide direct and quantifiable changes in the lives of people, particularly, but not exclusively, in the lives of vulnerable populations, defined as people with less income and resources to live a full life. This is achieved, for example, through provision of essential goods and services to consumers that are not fully provided with (due to the fact that they live in poverty, in remote areas and can't be part of the prevailing welfare society), through acquisition of goods, works and services from producers and suppliers that do not have well-established relationships with major markets (e.g., small agricultural producers with a low level of specialization), or by providing employment opportunities to more vulnerable groups or people, that are difficult to access (formal) labor market.
- unite in its composition both above-mentioned aspects in such a way that this results in enhancing competitive advantages. Thus, reception of people with disabilities to low positions, having no particular significance for business will not meet the requirements of the Program.
The basic principle of the Program is that organizations that skillfully combine these three aspects become important players both in economic development and social inclusion/sustainability. As a rule, they develop a new way of solving old problems and begin to do business in new ways, using more risky and innovative approaches. Success of such organizations should be supported by technologies and innovations. Having reached the success, these organizations can really improve people's lives – sometimes in a scale of the entire village where they work, and sometimes at the scale of hundreds of thousands of people in the country and abroad.
In this regard, the Program is designed to unite science and business, to motivate and encourage entrepreneurs and businessmen to ensure that they attempt to do something bigger, better and new for the Kazakhstani society through technology, innovation or science.

- Other areas provided that they are improving lives and living conditions of vulnerable and unreached segments of the population
Approximate areas of inclusive innovation are:
- innovative solutions in the field of education;
- innovative methods for business processes to include persons with disabilities in everyday life;
- introduction of cheap and affordable energy saving technologies for rural and remote areas;
- introduction of accessible and affordable technologies to provide rural population with clean drinking water;
- introduction of innovative low-cost solutions in the field of telemedicine and remote diagnostics of both rural and urban populations;
- innovative solutions in food security and agriculture;
- innovative solutions in the field of safety and health of population.
The given xamples do not limit potential participants of IIC as inclusive innovation solutions can have a broader meaning and application. Implemented consortium project must correspond to, but are not limited to, a list of priority areas for development of inclusive innovations.
1.3 Consortium members
Mandatory participants of the Consortium must be:
- Commercial organizations or non-profit organizations (with the right to entrepreneurship), activities of which meet the goals and objectives of the implemented project.
- Scientific organizations with accreditation of a scientific and (or) scientific and technical entity.
1.4 Implementation period
Maximum implementation period of the project is 24 months.
1.5 Results
At the end of the project, consortium must reach the required level of commercialization, sustainable development and enterprise growth, and significant social impacts in the framework of implemented project.

Announcement!
The Science Committee of the Ministry of Education of the Republic of Kazakhstan under the Fostering Productive Innovation Project would like to congratulate the winners within the Productive Sector Consortia Grant Program.
To execute the Grant Agreement please submit the following documents until November 23, 2017:
1) Certificate on the State registration of the legal entity (for the Prime Grantee and Sub-grantees);
2) Notarized copies of constituent document (contract) or Charter (for the Prime Grantee and Sub-grantees);
3) A power of attorney in the name of the Prime Grantee from the Sub-grantees to represent the interests, including the right to receive grant funds;
4) Document from the tax authority that there are no tax debts and other overdue mandatory payments that have lasted more than three (3) months prior to the issuance of this document (for the Prime Grantee and Sub-grantees);
5) A letter of assurance from the Prime Grantee and Sub-grantees on the lack of arrears to the second-tier bank and other financial institutions;
6) Certification of proposed participants’ actual annual salary for the last year, including appropriate documentation from the employer and a pension fund certificate;
7) Notarized copy of a signed Consortium Agreement between the Consortium participants;
8) Certificate from the bank about the existence of separately created settlement accounts for the grant and co-financing funds to implement the sub-project (for the Prime Grantee and Sub-grantees);
9) Confirmation from the servicing bank on the contribution of co-financing funds to the dedicated account established for this purpose.

Who can participate?
To participate in the competition a group of representatives of science, industry, business, public and quasi-public sector, national and foreign non-profit and non-governmental organizations that form a consortium for the successful implementation of joint projects are invited.
How to apply for the project?
Grants for the PSC will be given on a competitive basis after expertise of the independent International Science and Commercialisation Board (ICSB).
In order to ensure a uniform application system the submission, evaluation and follow-up monitoring of the applications will be carried out through a specially designed portal integrated into this site.
The announcement on the start date of the submission of applications will be published in the media, the website of the Science Committee of the Ministry of Education and Science, as well as in the Project’s site.
GUIDE TO THE GRANT PROGRAM "PRODUCTIVE SECTOR CONSORTIA"
The grant program will focus on solution of systemic problems, such as:
- weak linkages and horizontal coordination in the National Innovation System (NIS); and;
- low demand and supply of innovation. The lack of a structure linking the three major NIS stakeholders – productive sector enterprises, research institutes, and universities – hampers consolidation and synergy between these organizations.
The Productive Sector Consortia will contribute to improving of Kazakhstan’s WEF GCI indicators. The Consortia Grant Program will stimulate improvement of industry, research, and education organizations’ collaboration, quality of scientific research institutions, cluster development, value-chain breadth, firm-level technology absorption, and FDI and technology transfer factors.
The Productive Sector Consortia are expected to:
- Build and strengthen systemic partnerships between productive sector enterprises, research institutes, and universities;
- Stimulate supply and demand for innovation: the private sector investment in R&D and research organizations’ generation of quality R&D;
- Support industry-research coordination infrastructure, industrial innovation, and technology development and transfer to solve systemic problems in productive sectors;
- Promote collective efforts to develop critical technologies in the areas of national importance;
- Facilitate collaboration with leading international research centers and companies.
The grants will be awarded to Consortia addressing strategic challenges in priority science and technology directions, as defined by the Higher Scientific and Technical Council and in the Address of the President of Kazakhstan as of January 31, 2017:
- Rational use of natural resources, including water resources, geology, processing, new materials and technologies, nanotechnology, safe products and structures;
- ICT and space technologies and scientific research in natural sciences;
- Energy and machine-building;
- Sustainable development of agro-industrial complex and safety of agricultural products;
- Life and health sciences; and;
- National security and defense (unclassified);
- Digital services, 3D printing, automation, robotics, artificial intelligence, nanotechnology and big data.
