Innovation Brokerage to Generate Deal Flow would seek to catalyze a market for specialized business development services that are able to transform technology and innovation ideas into commercial projects acceptable for early stage venture capital or other investors. The key lesson from other countries that have attempted to introduce early stage funding pinpoints to the need for additional assistance that will facilitate the availability of “deal flow” i.e., investment ready projects. 

The functions of the technological brokers would comprise, assessing the technological viability of the project; estimating the commercial potential of the innovation; generating, presenting and marketing new information about the project; and seeking for customers and investors.

Services of such brokers will assist a technology developer in actualising the idea and entering commercial market. Technological brokers are expected to start their activity in the second half of 2016.


Technology brokers will provide services on technology evaluation, commercial assessment, marketing services to startups for promotion and search for both the customers and investors. Services of these brokers help you as a developer of technologies to implement your ideas and enter the commercial market.

Anuar Seifullin

Graduate of the Warwick Business School, MS in Finance. Member of a Venture Fund I2BF team in Kazakhstan since 2012. Mr. Seifullin worked in the National Bank of Kazakhstan as a Portfolio Manager and Chief Dealer, managed bond portfolios and trading currencies, gold and stock. He actively participated in establishment of Kazakhstan's first endowment Fund at the Nazarbayev University.

Sattar Utkelbaev

Eurasian patent attorney, patent engineer (Russian State Academy of Intellectual Property, Russia), MS in Environmental Management and Engineering (University of New Mexico, USA). Mr. Utkelbayev has experience in the field of intellectual property and technology licensing.

Zhanbolat Kanalin

MS in Innovation Management and Entrepreneurship. Mr. Kanalin was at the forefront of creating a database of innovations and patents, and organization and promotion of the tool for R&D commercialization "Innovation bridge: Science and Business". Participated in preparation of "Review of Intellectual Property System in Kazakhstan" in cooperation with the Organisation for Economic Cooperation and Development (OECD). Author of more than 30 publications. Qualified specialist in the field of copyright.

Abdilda Shamenov

MS in Innovation Management and Entrepreneurship (University of Manchester, UK). Regional consultant to OECD on Kazakhstan Innovation Policy for Competitiveness Project. Mr. Shamenov has extensive experience in management of technology commercialization projects and development of technology businesses. He is the founder of ATCP PU created as a result of implementation of the World Bank's Technology Commercialization Project.

Abylay Akhymbekov

MS in Mechanical Engineering (University of Manchester, UK). Expert of "Reactor of Commercialization", Riga, Latvia. Expert in technology commercialization and promotion of start-ups to market. Mr.Akhymbekov has experience in organizing and conducting grant programs technology commercialization.

Gomar Kazhkenov

Higher technical and economic education. Expert in commercialization of technologies, business development and investment attraction, certified expert in energy management. 2008-2010. - President of Venture Investment Fund of JSC "AIFRI Venture Fund" Tabys ". Mr. Kazhkenov has experience in establishing and managing innovation companies.

Bakhytzhan Ualikhan

He graduated from K.I. Satpayev KazNTU in specialty "Development Engineer" and KazEU named after T. Ryskulov, specialty "Administrative Management". Mr.Ualikhan has experience in technological business incubation, support for start-up projects, attracting foreign and domestic investors for projects in various fields. He also has experience in developing business plans and organization of investment forums, seminars, exhibitions and other events with participation of Kazakhstani and foreign parties to attract investments.

Bakhytzhan Ibrayev

MBA (Island University, Canada), Master in International Business (University of Hertfordshire, England). Certified professional in Project Management (IPMA Level C). Mr. Ibrayev had an internship in Technology Transfer Office at the University of Victoria (Canada). He has experience in the field of marketing and sales, PR and social media.  He also participated in establishment of of several SME companies in trade and production. He has extensive experience in project management, including projects on automation of business processes, establishinhg production, creation of educational portal, etc.
