The Fostering Productive Innovation Project (hereinafter – FPIP) is aimed at promoting high-quality, nationally relevant research and commercialization of technologies. Component 4 of the project, “Strengthening Coordination of the National Innovation System (hereinafter - NIS RK); Enhancing the capacity of the existing institutional structures” has the specific goal of designing and establishing the Innovation Observatory (hereinafter - IO).
The Observatory is designed to better coordinate the key stakeholders and government authorities involved in the NIS RK as well as to monitor the effectiveness of innovation in the public, quasi-public and private sectors.
A thorough analysis of the current state of the NIS, key stakeholder opinions and a review of the most relevant international best practices are provided within the framework of IO activity.
In addition, IO should have some support and cooperation from the government and the main stakeholders of the NIS for successful implementation of planned activities. In this regard, the following are planned:
- improving overall coordination of government NIS stakeholders and planning;
- providing specific innovation policy recommendations to the government based on the needs of the stakeholders with which it engages as an autonomous and independent entity within the NIS;
- providing information services to the innovators in the NIS regarding the support and funding programmes available to them;
- fostering cooperation between all NIS stakeholder groups and ensures that government entities are not duplicating their efforts.
All IO actions conducted by IO staff consultants and engaged international and Kazakhstan consultants and / or consulting companies should be aimed at improving Kazakhstan's international position with regard to innovation and economic indicators.
