Innovation Observatory
Component 4 of the Project, “Strengthening Coordination of the National Innovation System (hereinafter - NIS RK); Enhancing the capacity of the existing institutional structures” is aimed at designing and establishing the Innovation Observatory (hereinafter - IO).
The Innovation Observatory is a commitment of the Government of the Republic of Kazakhstan under the Loan Agreement, according to which the Innovation Observatory is needed for the effective coordination of key stakeholders and government agencies involved in the NIS of Kazakhstan.
The Innovation Observatory is designed to better coordinate the key stakeholders and government authorities involved in the NIS RK and to monitor the effectiveness of innovation in the public, quasi-public and private sectors.
Innovation Observatory will be an advisory body designated by the Government of the Republic of Kazakhstan to provide an independent analysis of the effectiveness of the innovation system, assess the effectiveness of the state support for innovation, to prepare recommendations to the Government of the Republic of Kazakhstan and government agencies.
The following laws were adopted during the implementation of the Fostering Productive Innovation Project for the launch of the Innovation Observatory:
- Loan Agreement dated June 9, 2015 #8463-KZ ratified by the Law of the Republic of Kazakhstan "On Ratification of the Loan Agreement between the Republic of Kazakhstan and the International Bank for Reconstruction and Development" dated February 2, 2016 (#450-V LRK, Article 683 paragraph 1 of the Civil Code of the Republic of Kazakhstan).
- National Development Plan of the Republic of Kazakhstan until 2025, approved by Presidential Decree as of 26.02.2021.
- National Project "Technological breakthrough through digitization, innovation and science" approved by GRK (№ 727 of 27.10.2021)
- Law "On amendments and addenda to some legislative acts of the Republic of Kazakhstan on industrial policy" from 27.12.2021 (Article 241-7, paragraph 2).
